Jennifer Dunn’s heart sank when news broke in 2022 about a London, Ont., sexual assault investigation allegedly involving members of Canada’s 2018 world junior hockey team. Dunn and others with a civilian committee that reviews such investigations say a backlog meant they never got to the hockey case, which police closed in 2019 and then reopened, leading to charges against five players.
